Public Comment for the
Conflict-Free Case Management Policy
During Public Comment, stakeholders can provide their thoughts and opinions on the policy before KDADS submits it to the Centers for Medicare & Medicaid Services (CMS) for approval.
Public Comment is May 4–June 2
KDADS designed this policy to bring Kansas into compliance with federal rules on conflicts-of-interest in Medicaid services. The policy explains when organizations can and cannot provide both case management and direct services to the same person.
You can use the buttons below to review the full policy or a plain language summary. Then, you can share your feedback for KDADS’s review using the form on the KDADS website.
Learn About the Policy During Virtual Webinars
KDADS will host three virtual webinars about the policy during Public Comment. While these are targeted to specific groups, you can register for any session that works best for your schedule. The presentation slides will be the same across webinars.
Webinars will start with a one-hour presentation, followed by a one-hour open Q&A period.

What Is Public Comment?
When KDADS creates a new policy, they send it to CMS for their review and approval. But first, they open up Public Comment, giving Kansans a chance to share what they think about the policy.
Sharing your feedback during Public Comment is an essential step in creating the Conflict-Free Case Management policy.
During Public Comment, KDADS will do the following:
Share the full policy draft with the public
Explain how people can comment on it
Provide time for people to leave comments
Use these comments to update the policy, if necessary
KDADS will use any comments you provide to update the policy before they send it to CMS. They’ll also post a summary of the comments and responses on this web page once Public Comment ends.
Please note:
KDADS will not include the name of the person who left the comment.
KDADS will review every comment submitted; however, they might not respond to each. They will only respond to comments directly concerning the policy.
KDADS might also paraphrase comments or group similar ones to respond in bulk.
